Chávez aperta liberdade científica
Uma série de novas leis e um poder presidencial agarrar pesquisadores abalar na Venezuela.

Essas mudanças foram pressionados através de Assembléia Nacional da Venezuela após as eleições nacionais em 26 de setembro - quando o partido de Chávez, perdeu a maioria de dois terços. A nova montagem reúne em 05 de janeiro. "Há problemas principalmente para nós, na ciência", diz micologista Gioconda San-Blas, um professor emérito do Instituto Venezuelano de Investigações Científicas, em Caracas. "Primeiro, temos uma nova lei para a ciência e tecnologia, as restrições à Internet. Agora há uma nova legislação relativa às universidades."

As alterações à lei da ciência e tecnologia, conhecida como LOCTI, são muitas. Promulgada em 2005, LOCTI forneceu um impulso para o financiamento da ciência na Venezuela, exigindo que as empresas maiores para arar o dinheiro em pesquisas - o que poderia ser feito em casa, ou em uma universidade ou instituto de pesquisa escolhida pela empresa. Hoje, LOCTI fundos representam 3-4% do produto interno bruto da Venezuela (PIB), em comparação com o financiamento do governo da ciência de cerca de 0,5% do PIB. Embora os fundos LOCTI nem sempre alcançar os melhores laboratórios públicos, algumas empresas "deu generosamente para projetos universitários, com resultados muito bons", diz Jaime Requena, ex-presidente do Instituto de Estudos Avançados em Caracas, que foi demitido em 2009 depois de criticar o governo. O recente artigo que aparece na revista Nature sobre o que está acontecendo na comunidade científica na Venezuela pelo Prof San Blass, Prof Requena um Albornoz Prof, pontos de uma forma muito clara a situação crítica do campo científico em diversas áreas na Venezuela. Eu gostaria de acrescentar que: 1) a ciência básica é, infelizmente, no fundo, ou pelo menos não será financiered uma vez que não é imediatamente usada de populares (â € œin espanhol: pertinente) e também é igualmente aristocrático. 2) Vários alunos no domínio das ciências básicas estão vivendo no país. Espero que o atual governo irá considerar que as decisões erradas em ciência pode ter 3 ou 4 gerações para recompor seu status científico. Finalmente, eu disse para a gestão de pessoas da ciência em nosso país e que se aplicam a ciência básica são similares aos A = A, e sem querer pode funcionar sem o outro.

Certamente é correto que o Governo deve decidir quais os fundos dos organismos de investigação devem ser atribuídos aos especialmente em um país onde muitas pessoas vivem na pobreza. A Venezuela está tendo uma abordagem socialmente responsável, incluindo os cidadãos locais nos conselhos comunais. Parece que a democracia está se desenvolvendo lá, mas decadente no Reino Unido.

Acho um viés preocupante neste artigo. Natureza autores não devem se misturar ciência e agendas políticas ocultas.

O direito dos cidadãos locais para os orçamentos universitários de supervisão por meio dos conselhos comunitários não parece tão ruim para mim. A democracia não é sempre ruim, você sabe.

Da mesma forma, não tenho a certeza que um futuro onde "todo mundo pode fazer ciência" é um futuro ruim. Elitismo e snobism não deve fazer parte de nossos egos científica, nem devem eles ser a força motriz da nossa crítica ao governements.

Uma unidade de governo que para centralizar a maioria dos fundos de pesquisa e canalizar-los através de um organismo público, não podem beneficiar de uma aggresion para a ciência?

Claro, eu sou contra qualquer censura (e não só venezuelanos) à Internet. No entanto, acho que o ponto do autor é muito longe para buscar alegando que a lei de comunicação venezuelanos poderiam bloquear as mantas de interesse científico. A lei é destinada a atividades criminosas. Embora os observadores poderiam suspeito escondido motivações políticas para permitir a censura de atividades anti-governo que, é muito difícil prever os funcionários governement usar essa lei para bloquear o acesso a recursos científicos.

Globalmente, esta notícia está aquém do alto padrão esperado para a Natureza. É rangs o alarme baseado apenas em preconceitos e especulações. Nosso alinhamentos políticos não deve obscurecer as nossas capacidades analíticas.

Para abordar brevemente sugestões de preconceito aqui, foram feitas várias tentativas para contactar o Ministério da Ciência, que ficaram sem resposta. Qualquer um que pensa que nós temos sido "parcial" em nosso relatório deste talvez devesse ler a nossa cobertura crítica das políticas que ameaçam minar a ciência da população, incluindo, por exemplo, o Reino Unido e EUA. Esta notícia não fornece argumentos aos cientistas, mas para os políticos, que em vez de escavar em explícito fontes politicamente orientados agora podem recorrer a alta do ranking revistas científicas para apoiar as suas opiniões ou objetivos.
Por exemplo, pesquisando palavras-chave mais "ciência" e "natureza" você receber essa notícia, mas se você procurar no google "ciência" e "Venezuela" vai começar este (oh): "impulsionar a ciência Venezuela"

Anna eu quero que você saiba que eu não acho que o artigo é tendencioso, eu acho que é apenas um artigo ruim que contém afirmações enganosas e pouco pesquisado.

Muitos governos, incluindo aqueles em os EUA eo Reino Unido priorizar os tipos de projetos que querem ver em frente.

Quanto ao financiamento vai venezuela ot parece ter mais de um compromisso com a ciência do que os EUA não. Os números que você dá de 3-4% do PIB, de LOCTI e 0,5% do PIB a partir de fontes do governo lhe dá um aumento de 3,5% -4,5% do PIB gasto em ciência. Em 2009, Obama estabeleceu a meta de gastar 3% do PIB em ciência (http://news.bbc.co.uk/2/hi/science/nature/8020930.stm)

Você parece ter um problema com um governo socialista, forçando as empresas privadas a investir no bem-estar dos cidadãos, mas eu não sei porquê.

Wesley Button: Você está deliberadamente deturpar a peça ou você simplesmente não lê-lo atentamente o suficiente? Eu não editá-lo, mas o problema idenfitied na peça não é "um governo socialista, forçando as empresas privadas a investir no bem-estar dos cidadãos" (presumo que você quer dizer investigação científica), mas que a tomada de decisões mudou de universidades / empresas a um departamento governamental.
Na verdade, o Reino Unido e EUA têm as prioridades do governo - e quando a comunidade científica acredita que eles se tornaram excessivamente autocrático ind ETERMINAÇÃO o que os cientistas trabalham em projectos, relata ele. Consulte o nosso site.

Estou realmente convencido de que o sistema venezuelano é muito pior do que o sistema americano UK /. governo de Chávez, até agora parece ter os melhores interesses do povo da Venezuela no coração, ao contrário da maioria das universidades e, especialmente, ao contrário das empresas.

As universidades não perdem autonomia, mas eles estão se tornando auto-regulado.

O envolvimento da comunidade pode manter-se situações como a da Universidade da Califórnia do acontecimento, e em geral é provavelmente melhor para todas as partes para ter um lugar à mesa para determinar como uma universidade que vai ser executado. Isso pode evitar problemas como o que está acontecendo no sistema da Universidade da Califórnia, agora, onde uma administração entrincheirados é asfixiando suas próprias raízes.

Sr. Wesley Buttom muito provavelmente ignora que a práxis do atual governo venezuelano deixa muito a desejar e, certamente, não será aceito se for aplicada em países como EUA ou Reino Unido. O histórico de Chà ¡Vez governo fala por si e é suficiente para manter o cientista venezuelano preocupado com seu futuro. Por exemplo, no ano de 2003/2004, mais de 800 investigadores activos que trabalham para o Observatório Venezuelano de Pesquisas Tecnológicas da Indústria do Petróleo (INTEVEP) foi demitido, porque aderiram a greve nacional de largura. Eles nunca foram compensados e seus fundos de pensão foram confiscados. Globalmente, mais de 18,000 trabalhadores da Companhia Nacional de Petróleo (PDVSA) foram demitidos naqueles dias. No ano de 2006, o governo começou a ser usada como mecanismo de verificação para a atribuição de trabalho uma lista que o falecido Luis Tascón configurado contendo explícita dados pessoais para todos os eleitores na Venezuela e direcionado para estabelecer a sua inclinação política. Esta política de filtragem é utilizado em todos os centros de investigação públicos e nas universidades controladas pelo Governo. A preocupação expressa por nós com o novo S & Lei T (LOCTI) tem sobre esta questão, na medida em que vai ser um escritório do governo político, dependendo do que vai decidir qual projeto para financiar e não uma unidade de supervisão técnica independente, como é feito em outros países. A situação venezuelana é bastante complexa, muito difícil de explicar em poucas palavras. No entanto, posso limitar os meus argumentos em síntese: a maioria das sociedades têm estratégias que conduzam ao regulamento, mas a maioria deles evitar a imposição de controle sobre as instituições de ensino superior. A actual revolução bolivariana tem sistematicamente tentado desarmar o sistema que tem trabalhado com as irregularidades e os desequilíbrios, mas de alguma forma conseguiu o papel fundamental de formar pessoas para as profissões, dentro de uma visão crítica do desenvolvimento. Tanto que os profissionais de elite no poder na Venezuela, foi treinado em suas universidades e apreciado em muitos casos, as ligações com formação complementar em universidades no exterior, algumas vezes nas melhores instituições do mundo. O governo criou um grande custo e com resultados duvidosos seu próprio aparato institucional e atacou as universidades autónomas, aquelas que produzem a maior parte dos novos conhecimentos produzidos neste país. Então o problema não é a autonomia ou a liberdade académica, é a necessidade das universidades para escapar do tipo de controle doutrinário de que a revolução está a tentar impor neste país. Na tentativa de transformar esta sociedade formam o capitalismo de Estado para o socialismo de Estado das universidades serão as vítimas do marxismo, que tem sido adotado como doutrina oficial neste país. O que muitos temem que neste país é que as universidades estavam a trabalhar apenas na direção prevista pelo governo. Se isso acontecer vai sofrer a investigação académica. O Estado tem o direito de pedir a investigação que satisfaça as necessidades da nação, e os pesquisadores têm o dever de oferecer à sociedade uma agenda de que são os problemas reais. A experiência mundial sobre este assunto é que os regulamentos são bem-vindas, o controle não é.

O controle governamental sobre o setor privado é necessária para a integridade da nação, mas controlando a produção científica de forma não gerenciado dificulta o desenvolvimento da nação. Encerramento das universidades apenas por causa de problema pessoal com o indivíduo não é uma boa decisão deve ser uma política pública para a melhoria da educação e ciência. É interessante ler os comentários dos membros da comunidade científica internacional para as declarações de três pesquisadores venezuelanos sobre o estado da ciência na Venezuela, e sua visão sobre a política de ciência que promove o socialismo do século XXI de Chávez. Gostaria de abordar alguns comentários que possam ser úteis para entender melhor por que estamos tão preocupados com o futuro da ciência na Venezuela. Mark Campey diz â € œVenezuela está adotando uma abordagem socialmente responsável, incluindo os cidadãos locais na € comunais councilsâ?. Se quer saber o que o Sr. Campey sabe sobre a forma dos Conselhos Comunais na Venezuela, que está acima, e como eles funcionam. Tom Hennessy expressa â € œ Eu não estou certo de que um futuro onde "todo mundo pode fazer ciência" é um futuro ruim. Elitismo e esnobismo não deveria fazer parte dos nossos egos científica, nem devem eles ser a força motriz da nossa crítica ao governments.â €? É verdade, se todo mundo fosse capaz de fazer ciência, mas não a ciência marginal. Nós olhamos para a ciência que não tem nada a ver com esnobismo elitista, ou ilusões. A Venezuela tem uma tradição baseada no mérito científico reconhecido internacionalmente que nós não queremos esquecer por causa de um modelo ultrapassado político. Criação de novas universidades que não têm pessoal docente adequado, não é auto-regulada, e drástica redução orçamental que afecta os programas de investigação e da aquisição de literatura científica, são dois exemplos que justificam a preocupação dos cientistas venezuelanos. Alguns comentários parecem sugerir que Anna Petherick cometeu o pecado nefando de misturar ciência com política. No entanto, no Instituto de Pesquisa (Instituto Venezuelano de Investigações Científicas, IVIC), onde tenho vindo a trabalhar para uma boa parte da minha vida, essa mistura, apesar de não desconhecidas até então, tem sido tarifa comum para os últimos 12 anos e continua crescendo. Retratos do líder e de algum amigo barbudo, ornamentado agora as paredes em alguns edifícios. Sinistra, a presença de uma espécie de comissário político invisível, que censurates opiniões, mostrar o caminho que temos ido.
Em qualquer país, uma lei que contemple a 3-4% do PIB para a ciência e tecnologia seria aclamado e elogiado. No nosso, isso simplesmente não é assim, porque parece que o novo S & lei T questionada por natureza foi pensado, escrito e aprovada pelas mesmas pessoas que recentemente introduziu uma nova lei para o ensino superior, que foi aprovada pela Assembleia Nacional, escandalosamente defendeu pelos ideólogos do governo e, felizmente, criticou recentemente e vetada pelo próprio presidente.
De acordo com estes ideólogos do socialismo para o século XXI, o método científico está obsoleto e um paradigma pós-moderno, é melhor não especificado, deverá ser implantado. A prática comum de artigos revisados, e acima de tudo, a busca da excelência científica deve abandonado, de preferência proibido. Ideologia à parte, a mera quantidade de dinheiro envolvida, a idéia de concentrar os recursos LOCTI em uma única agência governamental, dada a faixa do apartheid político praticado, levantam sérias dúvidas sobre as formas em que serão distribuídos e gastos e justificar o protesto cientista venezuelano eo clamor internacional que o problema aumentou.
Experiências recentes, como â € œMision Cienciaâ € ™, onde EUA incontáveis $ milhões foram gastos sem controle ou resultados, bem como a supressão do programa PPI oficial, que tentava estimular a produtividade científica, são sinais de que está para vir.

Sim, o histórico do governo de Chávez não fala por si. A pobreza tem sido substancialmente reduzida (http://www.cepr.net/documents/venezuelan_poverty_rates_2006_05.pdf) e crescimento do PIB foi a um nível que tornaria o verde dos EUA com inveja.

Quanto à greve nacional como lhe chamam, eu me pergunto porque você escolhe esses termos, quando na realidade não era nada do tipo, especialmente em comparação com as greves recentes, como o de França. Na realidade, os executivos do petróleo e alta gerência bloqueado empregados de nível inferior, que se apresentam para o trabalho, fora das instalações de refino. Em um país socialista, o governo vai prevalecer sobre a indústria privada. Esse é o ponto inteiro. Os cientistas tomaram o lado errado da luta.

Gostaria de acrescentar ao comentário Feliz Tapia que a doação de fundos públicos para apoiar a Fórmula 1 fórmula é apenas uma excentricidade mais de Chávez Governo. Ele esqueceu de mencionar que a loucura de dar no exterior recursos da PDVSA (a companhia petrolífera publicamente propriedade nacionalizada) começou 12 anos atrás e atingiu o pico em 2006. Naquele ano, seus diretores decidiram financiar a Vila Isabel Scholl do samba e seu desfile de carnaval no Rio de Janeiro (http://bu.tt/bvs). Trabalho com a Valéria Aguiar na divulgação do Colégio Santa Mônica. Numa reunião com o Bruno antes do Natal, ele pediu para lhe entrevistar sobre a dissertação que você fez (ou está terminando) da história do CSM e que vai apresentar na Faculdade Paraíso em São Gonçalo.

- Qual é o nome do trabalho?
O trabalho provavelmente terá o nome de: A história vitoriosa do Colégio Santa Mônica.
- Por que resolveu fazer uma dissertação sobre a historia do CSM?
Resolvi fazer um estudo na área de Educação e, como tenho vivido os meus últimos 18 anos na Instituição CSM e participado diretamente de um trabalho de alta qualidade para as diferentes classes sociais, resolvi direcionar o meu estudo para aperfeiçoar cada vez mais o que faço.
- Exemplifique este trabalho.
As idéias ainda estão em fase de amadurecimento. Estou organizando as muitas informações que tenho. É lógico que o meu trabalho será supervisionado pela Dra. Maria Neves Gonçalves, minha orientadora, cuja linha de pesquisa engloba a história das instituições / Universidade Lusófona (a Faculdade Paraíso, onde faço os créditos, faz parte do Grupo).
- Qual é a abordagem deste trabalho?
Quero fazer uma abordagem que dê condições a outras pessoas de estudarem e desenvolverem outras linhas de raciocínio, ou simplesmente, que valorizem e tenham o conhecimento de uma administração educativa que foi e é muito bem conduzido em um Pais onde a maioria dos Estados não dá um bom exemplo.
- Qual o objetivo desta dissertação?

Dissertação é o “termo usado” para o mestrado (na Europa segundo ciclo) e a tese é o termo usado para um doutorado (na Europa terceiro ciclo).
- Você está fazendo uma pós-graduação, mestrado ou doutorado?
Entrei no curso de Pós-Graduação IPGL (Mestrado Europeu) com idéia de estudar um pouco mais sobre a Educação e não de obter um titulo, haja vista que sou formado (FTESM-87) e Pós-graduado (FIOCRUZ 88/94) em Biologia onde, nesta época, o meu propósito era outro, pois sonhava em ser um cientista na biologia parasitária (minha orientadora desta época, Dra Maria José Conceição, um exemplo dentro de casa e na FIOCRUZ). Hoje estou mais maduro e os meus valores são outros: aprendi que onde existir pessoas, mesmo que muito cultas algumas as vezes sem educação, terei que enfrentar problemas e tirar proveitos mesmo nas decepções. Continuo tendo o apoio da minha tia e eterna orientadora (Dra. Maria José) e da minha amada esposa (Dra. Daniele Nunes Peixoto de Almeida) que também é cientista (PV) da FIOCRUZ.

Alzheimer's blood test 'most accurate' so far

The blood of patients with the brain disease contains antibodies not found in healthy people.

So far, the test has been applied to just a small number of blood samples, but if proven on a larger scale, the assay could help diagnose Alzheimer's disease in combination with other tests, says Thomas Kodadek, a professor of chemistry at the Scripps Research Institute in Jupiter, Florida. It could also be used to identify patients for trials of experimental Alzheimer's drugs, he adds. His team published its results online today in Cell1.
Currently, the only way to conclusively distinguish Alzheimer's from other dementias by examining the gnarled plaques and tangles of protein found in the brains of those with the condition. This can only be done after death. A furious search is under way for earlier, less-invasive tests using brain scans, blood draws and spinal taps, for instance.
Globally, over 35 million people suffer from Alzheimer's. There are no effective treatments for the disease or proven means of preventing it.



Most trawls for blood biomarkers typically whittle down a list of potential molecules to a few that differ between people with a condition and healthy people. For instance, Tony Wyss-Coray's team at Stanford University in California screened 120 proteins involved in cell communication and found 18 of the proteins present at higher levels in the blood of people with Alzheimer's disease than others2.



However, such 'candidate' screens rely on assumptions about which molecules are likely to be affected by a disease. They also rely on sensing vanishingly small levels of proteins and other molecules.

Antibodies — immune molecules in blood that stick to specific foreign and disease proteins — offer a solution, says Kodadek. If specific to a disease, they are likely to be found in high levels in those with the condition, yet be absent in healthy people.



Typically, a scientist would fish out such antibodies using the disease proteins they attack. However, Kodadek's team reasoned that antibodies should also recognize other kinds of molecules. They created glass slides coated with thousands of differently shaped peptoid molecules — chemical cousins of peptides that are likely to be recognized by antibodies.

As a proof of principle, Kodadek's team searched for antibodies produced by mice that have a multiple sclerosis-like condition caused by their antibodies attacking the fatty sheaths surrounding nerves. Among the 4,800 peptoids on the slide, several latched onto antibodies in the blood of mice with the disease, but this did not happen for controls. "It was a night-and-day difference, it wasn't a subtle thing," he says.



Next, the researchers tested the peptoid slides on blood from six likely Alzheimer's patients, six similarly aged healthy people, and six patients with a different neurodegenerative condition, Parkinson's disease.



They identified three peptoids that recognized antibodies from people suspected to have Alzheimer's. Tested against 16 different people with the condition, each peptoid proved more than 93% accurate at diagnosing Alzheimer's, meaning they missed only one Alzheimer's case out of 16.

In unpublished work, Kodadek says his team has applied the test to about 300 people, correctly diagnosing 98% of the people thought to have Alzheimer's. Meanwhile, the test proved 95% accurate at distinguishing healthy people from those suspected to have Alzheimer's, yet Kodadek doubts all 5% are true false positives. "I'm really pretty sure what we're seeing is pre-symptomatic Alzheimer's," he says.



Current tests for Alzheimer's relying on brain imaging and spinal tap accurately diagnose about 90% of patients, says Kodadek. "One could imagine our test being used a cheap front line screen, and at least if you test positive there, you could go for these more expensive things that couldn't be used as a general screen."

Kaj Blennow, an expert on Alzheimer's biomarkers at Sahlgrenska University Hospital in Mölndal, Sweden, calls the findings "very promising" but says they need to be replicated in a larger group of patients, including those at early stages of Alzheimer's and with other forms of dementia.



Wyss-Coray says it is still an open question as to whether or not people with Alzheimer's produce antibodies that are specific to their condition. However, the small number of peptoids unique to those with the disease could point to a very specific immune response against an unknown disease molecule. "If true, that would most certainly change the current view of this disease."



Kodadek's team is hoping to find the molecule or molecules recognized by the Alzheimer's antibodies. They also plan to apply the peptoid screen to discovering antibodies against various cancers.



A company he is involved with, Opko Health based in Miami, Florida, plans to work with a large pharmaceutical firm to identify people suitable for its clinical trials. "If we're ever going to get an Alzheimer's drug, we need a much better early diagnostic. Otherwise these trials are doomed to failure," Kodadek adds.

SiSU 2011: Como Fazer Inscrição

Nos próximos dias 16, 17 e 18, estudantes que fizeram o Exame Nacional do Ensino Médio (Enem 2011) poderão concorrer a 83.125 vagas de ensino superior em 83 instituições de ensino do Brasil através do SiSU 2011. É só se inscrever no site do Sistema de Seleção Unificada, do Ministério da Educação e aguardar até o dia 22, quando sai o resultado. É possível escolher até duas opções, em ordem de preferência. Também é possível optar por uma das outras 78 unidades de ensino de todo o País, que adotaram o Sisu como método de seleção de alunos.
Quem for selecionado na primeira chamada terá que fazer a matrícula na unidade para a qual foi selecionado. Os estudantes que não conseguirem vaga poderão ser convocados nas segunda e terceira chamadas, quando serão preenchidas as vagas remanescentes. No final, os candidatos que não conseguirem colocação em nenhuma das chamadas poderão ficar em uma lista de espera das instituições de ensino.

As inscrições devem ser feitas no site sisu.mec.gov.br. É preciso apresentar o número de inscrição e a senha do Enem 2010. Quem esqueceu a senha pode recuperá-la no site do exame. Também é preciso informar um e-mail válido, que será útil em caso de recuperação de senha do sistema. Nenhuma taxa é cobrada do candidato. No momento da inscrição, o candidato poderá ainda decidir se quer participar da seleção através de alguma política afirmativa, como cotas para negros, pobres ou egressos de escolas públicas, dependendo do curso escolhido.

Para a matrícula é necessário apresentar duas fotos 3×4, original e cópia de RG, CPF, certificado de conclusão do ensino médio com histórico escolar, certidão de nascimento ou de casamento e título de eleitor e comprovante de votação. Os homens maiores de 18 anos precisam apresentar, ainda, prova de quitação do Serviço Militar.

COMO FAZER A INSCRIÇÃO DO SiSU

Para se inscrever, é preciso acessar a página com o número de inscrição e a senha do Enem 2010. se não lembrar da senha, é possível recuperá-la no site do Enem;

Também é preciso informar um email válido, que será suado em caso de recuperação de senha do Sisu;

Não há cobrança de taxas.
